About ARA
ARA was chartered in 1982 and began operation with it's
Traveling Teacher Program funded by the New York State Division for Youth and
the Allegany County CETA office. This program ran through mid-1983. Other
programs included Continuing Day Treatment in Northern Cattaraugus County
(1986-1990), Individual Support Services, funded by OMRDD and multiple instances
of time-limited training and prevention services.
We have established and continue to operate the following
services: New Horizons Continuing Day Treatment Program, Stepping Stones
Continuing Day Treatment Program, Wyoming County Chemical Abuse Treatment
Program, Wyoming County Mental Health Clinic and The Counseling Center.
Executive Director:
Leonard M. Jakovac
The Executive Director and his administrative office oversee
all corporate activities. The Executive Director establishes programs through
grants acquisition and contractual agreements. He is responsible for the
interpretation of contractual obligations, satisfying regulatory requirements
and establishing quality assurance criteria. Contract, lease and funding
negotiations for all corporate activities are conducted through the Executive
Director. The Executive Director recruits, deploys and supervises program
directors and generally oversees the activities of the consultants. He
recommends policy to the Board of Directors and executes policy on its behalf.

The board is comprised of persons with a history of
involvement in mental health related service delivery organizations and other
